The Scotland international, 25, who can play either on the left or in central midfield, will link up with his new team-mates this afternoon ahead of Saturday's Championship clash with Sheffield Wednesday.
The talented midfielder, formerly of Celtic and Motherwell, has made 27 appearances for the Rams this season and is considered one of their most consistent performers.
He wrote his name in to Derby footballing history by bagging the only goal in County's 1-0 win over West Bromwich Albion in the Championship Play-Off Final at Wembley last year.
Stephen began his career with Motherwell, where he gained a reputation as one of Scotland's most talented young players.
His form resulted in interest from European giants Celtic and they finally got their man in 2004, after Motherwell were forced to accept a bid of £350,000 due to financial problems.
He went from strength to strength at Parkhead and was even named Scottish PFA Young Player of the Year for the 2003-04 season.
Stephen scored a number of goals for the Celt's, including a couple of wonder strikes in the Uefa Champions League.
After winning two Scottish Premier League titles under Martin O'Neil and Gordon Strachan, Stephen joined Derby County for a fee of £1,000,000 in January 2007.
He paid the club back within six months by firing in the goal which secured them a spot in the top flight and a cool check worth £60,000,000.
